The Court orders Respondents to file a notice of appearance by April 2 and SETS the following briefing schedule: Respondents shall respond to the habeas petition by April 6; Petitioner shall file a reply by April 10. The parties are encouraged to consider consenting to the jurisdiction of the assigned Magistrate Judge, which will expedite determination of the petition by avoiding the delay associated with the preparation and review of a report and recommendation.
