ORDER granting in part 7 Motion for Temporary Restraining Order. For these reasons, Petitioner's TRO (Dkt. No. 7 ) is GRANTED in part. Respondents are ORDERED to release Petitioner. Respondents are further ENJOINED from re-detaining Petitioner until they have provided her with notice of the reasons for re-detention and an opportunity to respond, in an informal interview, to the reasons for re-detention.
