ORDER: To the extent that Petitioners seek a temporary restraining order ("TRO") without notice, Petitioners are directed to certify in writing by October 24, 2025, at 5:00 p.m., any efforts made to give notice of Petitioners' requested relief and the reasons why notice should not be required. Per Fed. R. Civ. P. 65(b)(1)(B), a court may issue a TRO without written or oral notice to the adverse party or its attorney only if, inter alia, "the movant's attorney certifies in writing any efforts made to give notice and the reasons why it should not be required." Additionally, this District's Local Rules provide that "[n]o ex parte order... will be granted except upon a clear and specific showing by affidavit of good and sufficient reasons why a procedure other than by notice of motion is necessary.'
