ORDER: Petitioner's Motion to Appoint Counsel is DENIED WITHOUT PREJUDICE. (Doc. 2 .) The Clerk of Court shall substitute Luis Rosa, Jr., Warden of the Florence Service Processing Center, as Respondent for J. Symmonds. The Clerk of Court shall serve a copy of the Summons, the Petition (Doc. 1 ), and this Order upon the United States Attorney for the District of Arizona, the United States Attorney General and to Respondent(s) by certified mail. The Clerk of Court shall immediately transmit by email a copy of this Order and the Petition to the United States Attorney for the District of Arizona, to the attention of Melissa Kroeger, Lon Leavitt, Theo Nickerson, Dina Anagnopoulos, and Mary Finlon. Respondent must answer the Petition within 20 days of the date of service. Petitioner may file a reply within 10 days from the date of service of the answer.
