MEMORANDUM OPINION & ORDER. Respondents' 9 Motion to Dismiss Petition for Writ of Habeas Corpus and Motion for Temporary Restraining Order/Preliminary Injunction is DENIED. Petitioner's 1 Petition for Writ of Habeas Corpus is GRANTED in part and DENIED in part. Petitioner's Emergency 2 Motion for Temporary Restraining Order and/or Preliminary Injunction is DENIED as moot. The Court ORDERS Respondents to provide Petitioner a bond hearing under 8 U.S.C. § 1226(a) by 12/19/2025. If Petitioner is not provided a bond hearing, Respondents are ORDERED to release Petitioner by 12/19/2025. If Petitioner is released, Respondents must notify his counsel of the exact time and location of release no less than two hours before his release. No later than 12/22/2025 at 5:00 p.m., the parties shall provide the Court with a status update concerning the results of any bond hearing conducted pursuant to this Order, or if no bond hearing was held, advise the Court regarding Petitioner's release.
