MINUTE ORDER by Judge Philip A. Brimmer on 3/23/2026. This matter is before the Court on petitioner Cesar Quezada Pacheco's 1 Verified Petition for Writ of Habeas Corpus and Complaint for Injunctive and Declaratory Relief and 2 Motion for Temporary Restraining Order. Petitioner shall, by overnight mail and email, serve respondents with a copy of the petition and this order on or before March 26, 2026. Petitioner shall file proof of service. Within seven days of service, respondents shall show cause why the petition for writ of habeas corpus should not be granted and will respond to petitioner's motion for a temporary restraining order. See Yassine v. Collins, 2025 WL 1954064, at *1 (W.D. Tex. July 7, 2025) (although § 2243 refers to three days, "the time limits in § 2243 are subordinate to the district court's authority to set deadlines under Rule 4 of Rules Governing Section 2254 Cases in the United States District Courts" and noting that "Courts have found that a fourteen-day deadline to respond to show cause orders is reasonable.")
