MINUTES OF IN CHAMBERS - ORDER CONVERTING APPLICATION FOR TEMPORARY RESTRAINING ORDER TO MOTION FOR PRELIMINARY INJUNCTION AND SCHEDULING HEARING by Judge Dolly M. Gee: The Court has reviewed the Ex Parte Application for Temporary Restraining Order 3, converts it to a motion for a preliminary injunction, and issues the following expedited briefing schedule. Any opposition brief shall be filed by 3/25/2026, and any reply brief shall be filed by 12:00 PM on 3/30/2026. The parties shall appear for a hearing on the motion on 4/3/2026 at 02:00 PM before Judge Dolly M. Gee. Briefing shall address whether Petitioner is a member of the class in Bautista v. Santacruz, ED CV 25-1873-SSS (BFM). Petitioner should also submit Petitioner's own declaration as to the events at issue, rather than relying on the attorney's account of events, such as whether Petitioner was provided with a bond hearing. The Government shall ensure that Petitioner remains within this judicial district and is able to appear at the hearing on the MPI, if necessary.
