TEXT ORDER: To maintain the status quo, and solely so that the Court can make an informed decision about its authority to issue relief and whether any relief that it has the power to issue should be granted, the motion for a temporary restraining order filed by the petitioner, Docket Item 43, is temporarily granted pending briefing and oral argument.
