MINUTE ORDER IN CHAMBERS of the Honorable Judge Richard F. Boulware, II on 1/10/2026.Petitioner has filed a Motion for leave to proceed under pseudonym and to file documents that contain personal identifying information under seal. See ECF No. 2 . Respondents have not responded or indicated any objection to Petitioner's request. The Court finds Petitioner has established his privacy and safety interests, based on fear of retaliatory harm if his identity and immigration proceedings were disclosed to the public, parties in his home country, or other countries, outweigh the public's interest in having access to that information. See Does I thru XXIII v. Advanced Textile Corp., 214 F. 3d 1058, 1068-69 (9th Cir. 2000); Kamakana v. City & Cnty. of Honolulu, 447 F.3d 1172, 1178 (9th Cir. 2006). The Court therefore GRANTS the (ECF No. 2 ) Motion.In addition, Respondents failed to seal the filing and attachments, which contain personally identifying information as to Petitioner, in their December 12, 2025, Response to Petitioners Motion for TRO (ECF No. 18 ). Therefore, IT IS HEREBY ORDERED that the Clerk of Court is instructed to SEAL Respondents' Response (ECF No. 18 ) and attachment (ECF Nos. 18-1) pending further order of the Court. IT IS FURTHER ORDERED that on or before 1/16/2026, the parties may file a stipulation and proposed order regarding any necessary update on which filings will remain under seal, and which filings shall be unsealed and/or refiled with redactions.Submission of Stipulation and Proposed Order is due by 1/16/2026. Respondents will face sanction by the Court, including being held in contempt, for failing to follow the Court's Order.The Court received an email from Respondents' counsel purporting to represent that a Motion had been filed related to the Court's 32 Order. However, as of the issuance of this Order, no motions by Respondents have been filed. The Court cannot, and will not, respond to emails or other communications when said motion is not properly filed and docketed.Respondents are further instructed that simply filing a Motion to stay or reconsider does not stay the Court's Order.
