ORDER: The United States and John E. Cantu are dismissed. Petitioner's Application to Proceed In Forma Pauperis 2 is denied without prejudice. Within 30 days of the date this Order is filed, Petitioner must either pay the $5.00 filing fee or file a complete Application to Proceed In Forma Pauperis.
