Scarsi:ORDER SETTING BRIEFING SCHEDULE ON EMERGENCY MOTION FOR STAY OF REMOVAL AND ENJOINING RESPONDENTS FROM REMOVING PETITIONER UNTIL THE COURT RESOLVES THE MOTION 2 . Petitioner Michael Salvattory Pinedo-Rios brings this action for a writ of habeas corpus. (Pet., ECF No. 1.) Petitioner filed an emergency motion for a stay of removal. (Mot., ECF No. 2.)The Court orders further development of the motion as follows. Petitioner may supplement his application with additional materials, such as additional evidence of this Courts habeas jurisdiction, further information about any pending motions before the immigration judge who ordered Petitioner removed or the Board of Immigration Appeals, and further factual allegations concerning Petitioners lack of notice of the removal proceeding, by Monday, March 2, 2026, at 5:00 p.m. Respondents shall file a response to Petitioners application by Wednesday, March 4, 2026, at 12:00 p.m. Petitioner may file a reply in support of his application by Friday, March 6, 2026, at 12:00 p.m. The Court sets a hearing on the application for Monday, March 9, 2026, at 9:00 a.m. in Courtroom 7C. In light of the serious questions going to the merits and the likelihood of irreparable harm raised in the petition and application, and in aid of maintaining jurisdiction over this matter, the Court orders that Respondents and all of their officers, agents, servants, employees, attorneys, and persons acting on their behalf in concert or in participation with them are enjoined from transporting, removing, or deporting Petitioner out of the territorial jurisdiction of the Central District of California. MINUTE ORDER (Text Only Entry) issued by Courtroom Deputy for Magistrate Judge Sean C. Riordan on 3/16/2026: At the time this case was transferred, the Central District of California denied petitioner's emergency motion for a stay of removal without prejudice to its renewal in this Court. No later than March 17, 2026 by noon, counsel for petitioner shall file a notice of renewal if he is requesting that this Court rule on his emergency motion for a stay of removal that was previously filed on February 22, 2026. ECF No. 2 . In order to ensure this court's jurisdiction to resolve the pending § 2241 petition, respondents shall not transfer petitioner to another detention center outside of this judicial district, pending further order of the court. See 28 U.S.C. § 1651(a) (establishing the All Writs Act which empowers the federal courts to "issue all writs necessary or appropriate in aid of their respective jurisdictions...."); see also F.T.C. v. Dean Foods Co., 384 U.S. 597, 604 (1966) (emphasizing that federal courts have the power to "to preserve the court's jurisdiction or maintain the status quo by injunction pending review of an agency's action").
