MINUTE ORDER signed by District Judge Kirk E. Sherriff on 10/16/2025: (Text Only Entry). The Court has reviewed petitioner's 1 petition for writ of habeas corpus and 3 motion for temporary restraining order. Respondents shall file any opposition to the 3 motion for temporary restraining order by October 22, 2025. Petitioner may file a reply by October 24, 2025. The parties shall indicate in their briefing whether they are amenable to converting the 3 motion for temporary restraining order into a motion for preliminary injunction. The parties shall also indicate whether they request a hearing on the 3 motion. In the meantime, and unless and until the Court orders otherwise, the Court ORDERS that respondents shall not remove petitioner from the United States nor transfer petitioner out of this District. See F.T.C. v. Dean Foods Co., 384 U.S. 597, 604 (1966) (noting court's "express authority under the All Writs Act to issue such temporary injunctions as may be necessary to protect its own jurisdiction"). Under the circumstances, the Court finds that this Order is warranted to maintain the status quo pending the Court's order on the 3 motion. (Deputy Clerk VMG) (Entered: 10/16/2025)

MINUTE ORDER signed by District Judge Kirk E. Sherriff on 10/26/2025: The government represents, in its 9 opposition and in the [9-1] declaration of deportation officer Kouchi, that petitioner is subject to discretionary detention under 8 U.S.C. § 1226(a) and is eligible for a bond hearing before an immigration judge, as petitioner argues in her 3 motion for temporary restraining order. The government further indicates that petitioner is scheduled for an initial hearing in immigration court on October 27, 2025. The parties shall file a status report by October 28, 2025, confirming whether a § 1226(a) bond hearing was held and, if so, the results of that hearing. (Voyles, J.) (Entered: 10/26/2025)
