ORDER - Petitioner's Emergency Motion to Expedite (Doc. 1 at 3) is denied without prejudice. Respondents ICE Phoenix Field Office Director and "other officials with custody over Petitioner" are dismissed. The Clerk must substitute Eric Rokosky and Kristy Noem as discussed herein. The Clerk must serve a copy of the Summons, the Petition (Doc. 1 ) and this Order upon the United States Attorney for the District of Arizona, United States Attorney General, and to Respondents by certified mail. The Clerk must immediately transmit by email a copy of this Order and the Petition to AUSA Melissa Kroeger, Lon Leavitt, Theo Nickerson, Dina Anagnopoulos, and Mary Finlon. Respondents must answer the Petition within 30 days of the date of service. Petitioner may file a reply within 20 days from the date of service of the answer. This matter is referred to Magistrate Judge Deborah M. Fine pursuant to Rules 72.1 and 72.2 of the Local Rules of Civil Procedure for further proceedings and a report and recommendation.
