REPORT AND RECOMMENDATION re 1 Petition for Writ of Habeas Corpus. The undersigned recommends the Court grant Petitioner's request for habeas relief and order his immediate release from custody subject to the terms of his previous OOS. The u ndersigned further recommends that the Court order Respondents to submit a declaration pursuant to 28 U.S.C. § 1746 affirming that Petitioner has been released from custody within ten business days of the Court's order.
