ORDER ADOPTING 16 REPORT AND RECOMMENDATION in relevant part. 1. Petitioner's Verified Petition for Writ of Habeas Corpus (Doc. No. 1 ) is GRANTED to the extent it requests habeas relief pursuant to 28 U.S.C. § 2241. Petitioner's remaining claims for relief are DISMISSED without prejudice.
