To the extent the petition (Doc. 1) raises civil claims separate from challenging an alleged unlawful detention, those claims are DISMISSED without prejudice. If Valerio Alexander wishes to pursue civil claims and establish damages, he must file a separate lawsuit. Respondents shall file, within twenty-one (21) days from the date of this order, a response to the petition.
