ORDER: By Monday, March 30, 2026, Respondents shall produce to Petitioner and file with the Court copies of all documents relevant to Petitioner's arrest, detention, and potential removal, including but not limited to: (1) Petitioner's final order of removal and records demonstrating the grant of withholding of removal to Petitioner; (3) documents generated in relation to Petitioner's arrest and detention, including any documents provided to Petitioner; and (4) documents reflecting plans and any agreement with a foreign nation to accept Petitioner. By Thursday, April 9, 2026, Respondents shall file an Answer to the Petition and Petitioner shall file any Reply. No Motion to Dismiss is authorized or permitted. Pursuant to the All Writs Act, 28 U.S.C. § 1651 (a), where the United States Supreme Court has recognized "a limited judicial power to preserve the court's jurisdiction or maintain the status quo by injunction pending review of an agency's action through the prescribed statutory channels, FTC v. Dean Foods Co., 384 U.S. 597,604 (1966), and for the reasons stated in the Second Amended Standing Order 2025-01 previously docketed in this case, the Court finds that a continued suspension of the authority to remove Petitioner from the United States is necessary in order to preserve existing conditions and the potential jurisdiction of this Court over pending matters while the Court determines the scope of its authority to grant the requested relief; to ensure that Petitioner is able to participate in the adjudication of his requests for habeas relief; to ensure that the Court is able to evaluate the claims for relief; and to ensure that the Government has a fulsome opportunity to brief and present arguments in response to the Petition, such that: a.The authority of Respondents, including all those acting for them or on their behalf, to remove Petitioner from the continental United States or to otherwise alter his legal status is SUSPENDED during the pendency of this litigation or until this Order is rescinded or modified by the Court. b. Respondents shall notify appropriate officials of this Order promptly and provide all necessary information and documents to effectuate compliance with it. Signed by Judge Theodore D.
