Cota on 4/20/2026 RECOMMENDING the 1 Petition for Writ of Habeas be granted as petitioner's detention violates the INA and petitioner Liang Zhang, A-087-851-107 be released imm ediately from Respondents' custody upon the same conditions as prior release, with all possessions and belongings. Respondents shall not impose any additional restrictions, such as electronic monitoring, unless that is determined to be necessary at a future pre-deprivation/custody hearing. It is FURTHER RECOMMENDED that respondents be enjoined and restrained from re-arresting or re-detaining Petitioner absent compliance with 8 C.F.R. § 241.13(i) and § 241.4(l)(2).
