The Court's Order to Show Cause dated February 13, 2026 stated that "Respondent shall refrain from transferring Petitioner out of the jurisdiction of this Court during the pendency of this proceeding." ECF No. 3 at 3. Given that Respondent is prohibited from transferring Petitioner out of this Court's jurisdiction during the pendency of this action, Respondent is necessarily prohibited from removing Petitioner from the United States during that time. As such, the Order to Show Cause already provides the relief that Petitioner seeks in the Emergency Motion.
