Considering Petitioner's pro se status, and in light of Petitioner's failure to satisfy the requirements for ex parte relief, the Court will construe Petitioner's filing as a noticed Motion for a Preliminary Injunction ("Motion"). The Court hereby sets the following briefing schedule: Respondents' Opposition to the Motion, if any, shall be filed by no later than March 9, 2026. Petitioner's Reply, if any, shall be filed by no later than March 16, 2026. After that date, the Motion will be deemed under submission.
