MINUTE ORDER issued by Courtroom Deputy for Magistrate Judge Sheila K. Oberto on 3/4/2026: (Text Only Entry). The Court has reviewed petitioner's 1 petition for writ of habeas corpus. The Court has addressed the legal issues raised by the 1 petition on previous occasions. See e.g., J.S.H.M. v. Wofford, No. 1:25-CV-01309-JLT-SKO (HC) (E.D. Cal. Oct. 16, 2025); Ortiz Donis v. Chestnut, No. 1:25-CV-01228-JLT-SAB (HC), 2025 WL 32879514 (E.D. Cal. Oct. 9, 2025); M.R.R. v. Chestnut, No. 1:25-CV-01517-JLT (HC), 2025 WL 3265446 (E.D. Cal. Nov. 24, 2025). On or before March 9, 2026, respondents are ORDERED TO SHOW CAUSE as to whether there are any factual or legal issues in this case that render it distinguishable from the Court's prior orders in J.S.H.M. v. Wofford, Ortiz Donis v. Chestnut, and M.M.R. v. Chestnut and justify denying the petition, or indicate the matter is not substantively distinguishable. Pending the Court's decision, and unless and until the Court orders otherwise, the Court ORDERS that respondents shall not transfer petitioner out of this District. See F.T.C. v. Dean Foods Co., 384 U.S. 597, 604 (1966) (noting court's "express authority under the All Writs Act to issue such temporary injunctions as may be necessary to protect its own jurisdiction"). The Clerk of Court is directed to serve a copy of the petition, via email, on the U.S. Attorney's Office at usacae.ecf2241-imm@usdoj.gov. (Deputy Clerk WAK) (Entered: 03/04/2026)

MINUTE ORDER (Text Entry Only) In these consolidated cases, Petitioner has filed multiple requests for emergency relief. In Case No. 2:26-cv-00756, Petitioner filed a request for a temporary restraining order on March 9, 2026. After the Court ordered a response, Respondents filed a motion to dismiss that action as duplicative of 2:26-cv-00680-JLT-SKO. Shortly thereafter, the Court consolidated the two cases. The assigned magistrate judge then ordered Respondents to file a response to the First Amended Petition. (Doc. 10 .) Respondents filed their response on April 22, 2026. (Doc. 12 .) Petitioner has until late May to file a traverse.Meanwhile, Petitioner filed a motion for immediate release (Doc. 11 ) a motion for a temporary restraining order and preliminary injunction (Doc. 13 ) and a motion to compel a response to the pending TRO request (Doc. 14). These requests for expedited treatment of his petition are untimely because Petitioner was taken into custody November 25, 2025, more than six months ago and Petitioner does not explain why the claims he pursues could not have been brought at an earlier time so that they could be heard on a normal schedule. Thus, his requests for expedited treatment (Docs. 11, 13, 14 ) are DENIED.The Court understands Petitioner's desire to have his claims heard as quickly as possible, but he has not provided justification to put his case ahead of the many others pending before this Court. Petitioner's multiple, similar filings are multiplying the proceedings and are in fact slowing down the process of addressing the merits of his case. Petitioner may instead attempt to expedite resolution of this case by filing his traverse early. The matter remains referred to the assigned magistrate judge on the merits signed by District Judge Jennifer L. Thurston on April 29, 2026. (Deputy Clerk IM) (Entered: 04/29/2026)
