ORDER: Petitioner's Motion for Judicial Notice of Court Records 11 is granted. The Court will take Judicial Notice of Exhibits 2011-2023. Petitioner's Petition Under 28 U.S.C. § 2241 1 and this case are dismissed. The Motion to Wit hdraw as Counsel 12 is granted. Keith Hilzendeger is withdrawn as counsel for Petitioner. The Clerk of Court must enter judgment accordingly and close this case. Although Petitioner has brought his claims in a § 2241 petition, a certificate o f appealability is required where a § 2241 petition attacks the petitioner's conviction or sentence. the Court declines to issue a certificate of appealability because reasonable jurists would not find the Court's procedural ruling debatable.
