Judge Brian E. Murphy: ELECTRONIC ORDER entered. The Court finds that it lacks jurisdiction over this Petition. Notwithstanding Petitioner’s ties to Massachusetts, see, e.g., Dkt. 1 paras. 6-7, 15, the “general rule [is] that for core habeas petitions challenging present physical confinement, jurisdiction lies in only one district: the district of confinement,” Rumsfeld v. Padilla, 542 U.S. 426, 443 (2004). Petitioner states that he “is detained by [Immigration and Customs Enforcement] in Buffalo Federal Detention Facility,” i.e., in the Western District of New York. See Dkt. 1 para. 4. Accordingly, this Petition will be dismissed on October 13, 2025, absent compelling counterargument. (MBM) (Entered: 10/06/2025)
