ENDORSED ORDER GRANTING IN PART 3 Emergency Motion for Temporary Restraining Order. For the reasons stated in Guaiquire v. Quinones, No. 6:26-cv-169 (Doc. 4), Respondents are TEMPORARILY RESTRAINED AND ENJOINED from moving Petitioner out of the detention facility in which he is being held until further order of the Court. This TRO is limited to preserving the status quo. The remainder of the Petition and motion are under consideration. No bond is required as the Court deems it unnecessary. This TRO expires Friday, March 27, 2026, at 11:59 p.m. unless extended. The Clerk is DIRECTED to serve a copy of the Petition, motion, and this Order on Respondents as soon as possible via the following means: (1) ICE (attn to the Assistant Field Office Directors) via email at OPLAORLFEDLIT@ice.dhs.gov (2) USAO via email at USAFLM.Orlando2241@usdoj.gov (3) Courtesy copy to the Orange County jail via email at email addresses on file with the Clerk's office (4) Courtesy copy to USMS via email at usms-mfl-orl@usdoj.gov (5) Copies via certified mail to the USAO and the USAG at physical addresses on file with the Clerk's office In the meantime, Petitioner's counsel is DIRECTED to serve a copy of this Endorsed Order on Respondents, particularly the Warden of the Orange County Jail, by any means practicable as soon as possible.
