ORDER. Petitioner Ismel Arley Francisco-Casas filed a motion for emergency temporary restraining order (TRO). Dkt. No. 4 . Because the preliminary relief sought in the motion for immediate release or bond hearing improperly seeks the same ultimate relief requested in the petition, the motion is denied. The Court denies Petitioner's request to enjoin a unit transfer. Additionally, the Court finds that Petitioner must cure the filing fee deficiency within 30 days.This habeas petition remains pending, and once the filing-fee deficiency is cured, the Court will enter a separate order requiring a response from the respondent and setting a schedule for briefing.The Clerk is directed to change the caption to reflect that the Warden of the Bluebonnet Detention Center is the only proper respondent.
