ORDER re: 1 Petition for Writ of Habeas Corpus filed by Phillippe Angrand. To give the Court time to consider the pending petition, unless otherwise ordered by the Court, the petitioner shall not be moved outside the District of Rhode Island without providing the Court with at least 72 hours advance notice of the move and the reason therefore. TEXT ORDER: Phillippe Angrand is currently in the custody of Immigration and Customs Enforcement ("ICE") at the Donald W. Wyatt Detention Facility in Central Falls, Rhode Island. Mr. Angrand has two state court criminal trials scheduled for: (1) Wednesday, June 3, 2026, at 9 a.m. at the Boston Municipal Court ("BMC") Central Division Court, at 24 New Chardon Street, Boston, MA 02114; and (2) Tuesday, June 23, 2026, at 8:30 a.m. at the BMC Roxbury Court, at 85 Warren Street, Roxbury, MA 02119.Respondents, namely ICE Enforcement and Removal Operations ("ERO"), are hereby ORDERED to ensure that Mr. Angrand is transported to both the BMC Central Division Court and BMC Roxbury Court in sufficient time so that he may appear at both trials scheduled to take place on June 3, 2026, at 9 a.m. and June 23, 2026, at 8:30 a.m., respectively. Mr. Angrand shall be returned to ICE ERO immediately after the conclusion of the above-referenced proceedings. Mr. Angrand shall be immediately transported back to the Wyatt Detention Facility, barring unforeseen circumstances, such as medical issues or accidents that create delay. ICE ERO is reminded that it is otherwise prohibited from removing Mr. Angrand from Rhode Island without providing the Court with at least 72 hours advance notice of the move and the reasons therefor.
