Court informs the parties of order it was prepared to enter in this case but does not enter it because facts of the case have changed. Once the travel document is filed, the Court plans to deny the petition as stated in open Court. Counsel for respondents shall inform her colleagues and authorities within the Department of Homeland and Security that a Stay Order of this Court is in full force and effect until this Court vacates it by a signed order.
