ORDER - Within 30 days of the date this Order is filed, Petitioner must either pay the $5.00 filing fee or file a complete Application to Proceed In Forma Pauperis. The Clerk shall enter judgment of dismissal without prejudice and deny any pending unrelated motions as moot if Petitioner fails to comply. Petitioner's Motion for Appointment of Counsel (Doc. 2 ) is denied without prejudice.
