Judge Indira Talwani: ELECTRONIC ORDER granting, subject to further court order, Petitioner's transfer from Burlington, Massachusetts, to Northwest State Correctional Facility ("NCSF"). The court allows the transfer, conditioned on NCSF's agreement to take appropriate measures to ensure the security of Petitioner, to not place Petitioner in a general population area with male detainees, and to allow attorney-client communications, where Respondent contends that the Burlington Field Office- Boston Hold Room is a temporary holding facility only, no other facilities within the Boston Area of Responsibility have agreed to accept custody of Petitioner, and Respondents have waived any argument that this transfer will affect the court's jurisdiction.
