MINUTE ORDER (Text Only Entry) The Court has reviewed the papers filed thus far in this matter, including the motion for a temporary restraining order. (Doc. 4 .) On this record, given Petitioner's arrest history, the Court preliminarily believes Petitioner's situation is distinguishable from those cases in which this Court recently has ordered immediate release. Thus, considering this Court's extraordinary caseload and the numerous emergency matters it is currently handling, the Court does not find expedited treatment of the Petition to be appropriate. Instead, the Court CONVERTS the TRO to a request for a preliminary injunction and ORDERS Respondent to file a response to the motion on or before October 21, 2025. Petitioner may file a reply on or before November 3, 2025. Should the parties wish to have the Court consider their briefs to be responses on the merits, they may so indicate. A hearing on the motion is set for November 10, 2025, at 1:30 p.m. via Zoom videoconference signed by District Judge Jennifer L. Thurston on September 30, 2025.
