MINUTE ORDER (Text Entry Only) The Court has received and reviewed the Petition filed under 28 U.S.C. 2241 1 and the associated request or emergency injunctive relief. 3 Petitioner was detained on January 8, 2026, more than six weeks ago. Notwithstanding the delayed presentation of Petitioner's TRO, counsel suggests an emergency exists because of a conversation he had with Petitioner on February 18, 2026. Based on that conversation, counsel believes Petitioner may be experiencing a life-threatening health crisis, some aspects of which may be linked to Petitioner's immigration custody status. However, counsel does not indicate whether he or Petitioner has informed the detention facility of this health crisis or to what extent facility officials have responded to that information. Thus, the present record does not support a finding that releasing petitioner from custody is necessary to address the situation. Moreover, it is also unclear whether Petitioner has requested a bond hearing and, if so, how immigration officials have responded to that request. For all those reasons, the TRO is DENIED without prejudice. The merits of the matter are referred to the assigned magistrate judge signed by District Judge Jennifer L. Thurston on February 20, 2026. MINUTE ORDER (Text Entry Only) As mentioned, the Court refers the matter to the assigned magistrate judge for a determination on the merits and sets the following, accelerated briefing schedule, which may be modified by the magistrate judge as needed. Respondents SHALL file their responsive pleading within 21 days. Therein, Respondents SHALL provide the Court with copies of any portions of Petitioner's A-File or related supervision records Respondents rely upon. Petitioner may file a traverse no later than 15 days after Respondents file their brief. Petitioner may attempt to accelerate disposition of the matter by filing any traverse early. In the meantime, unless and until the Court orders otherwise, the Court ORDERS that Respondents shall not remove Petitioner from the United States nor transfer Petitioner out of this District. See F.T.C. v. Dean Foods Co., 384 U.S. 597, 604 (1966) (noting the court's "express authority under the All Writs Act to issue such temporary injunctions as may be necessary to protect its own jurisdiction"). AMENDED MINUTE ORDER (Text Only Entry) The Court has reviewed the Petition filed under 28 U.S.C. § 2241 (Doc. 1 ), the request for emergency injunctive relief filed on February 19, 2026, (Doc. 3 ), and the renewed TRO request filed February 20, 2026, (Doc. 9 ). Petitioner asserts he was detained January 8, 2025, more than six weeks ago. Counsel suggests that, notwithstanding this delay, an emergency exists warranting treatment of this matter on shortened time because of a conversation he had with Petitioner on February 18, 2026, which caused counsel to become concerned that Petitioner may be experiencing a life-threatening health crisis. However, the present record lacks evidence demonstrating immediate release is necessary for Petitioner to receive treatment for his current health issue. Because Petitioner fails to otherwise explain adequately the delay in seeking a TRO, the request is untimely, and it is DENIED. See Local Rule 231(b).
