ORDER AND FINDINGS and RECOMMENDATIONS signed by Magistrate Judge Sean C. Riordan on 5/31/2026 GRANTING petitioner's 2 motion to proceed ifp and DENYING the 3 motion for the appointment of counsel as unnecessary.
