Petitioner Tomas Roberto Caz Bano is a is a 30- year-old Ecuadorian man who arrived in the United States in 2016, claiming religious persecution (as a member of the Jehovah's Witness faith). An Immigration Judge initially denied his asylum petition, however, he is awaiting a decision from the Board of Immigration Appeals on the merits of his appellate case. He apparently has no criminal history. He was detained by Immigration and Customs Enforcement (ICE) on January 1, 2026, and is currently held at Plymouth County Correctional facility. The court orders that ICE facilitate a bond hearing for him before an Immigration Judge consistent with the standards outlined in Hernandez-Lara v. Lyons, 10 F.4th 19 (1st Cir. 2021)), as soon as practicable, but in no case more than seven days from the date of this Order (by 3/5/26). (MZ) (Entered: 02/26/2026)
