See, e.g., L.R. 7-3, 7-4. The Court therefore construes the motion as an ex parte application for a temporary restraining order that fails to comply with the procedural and notice requirements in Fed. R. Civ. P. 65, L.R. 65-1, L.R. 7-19.1 and Paragraph 9 of this Court's Civil Standing Order. Petitioner's counsel is ordered to review and comply with the Court's Civil Standing Order, which is available on Judge Blumenfeld's website. (In Chambers) Order by Judge Stanley Blumenfeld, Jr.: Petitioner filed an ex parte application for a temporary restraining order (TRO) on February 18, 2026 and provided notice of the application by calling and emailing Respondents on February 23.
