If Petitioner is being detained in Minnesota, Respondents are ENJOINED from removing, transferring, or otherwise facilitating the removal of Petitioner from the District of Minnesota until the Court issues an order on the pending Petition for Writ of Habeas Corpus 1 . If Petitioner has already been removed from Minnesota, Respondents are ORDERED to immediately return Petitioner to Minnesota. Respondents are directed to file an answer to the petition for a writ of habeas corpus of Petitioner Oscar G.S. by no later than 5:00 p.m. on February 19, 2026. If Petitioner intends to file a reply to Respondents' answer, he must do so by no later than 5:00 p.m. on February 20, 2026. MEMORANDUM OPINION AND ORDER Petitioner Oscar G.S.'s Verified Petition for Writ of Habeas Corpus 1 is GRANTED. If Petitioner is being detained outside of Minnesota, Respondents shall TRANSPORT Petitioner to Minnesota and RELEA SE Petitioner from custody immediately. Petitioner's release in Minnesota must occur no later than 48 hours after the filing of this Order. If Petitioner is being detained in Minnesota, Respondents shall RELEASE Petitioner from custody as soon as practicable, and no later than 48 hours from the filing of this Order.
