MINUTE ORDER (Text Entry Only) On December 10, 2025, Petitioner, through a next friend, filed a petition for a writ of habeas corpus pursuant to 28 U.S.C. 2241 in the United States District Court for the Central District of California. (Doc. 1 .) On January 5, 2026, the matter was ordered transferred to this Court. (Doc. 4 .) However, the matter was not opened in this Court until February 17, 2026. (Doc. 6 .) On February 19, 2026, the assigned magistrate set a merits briefing schedule, providing a 45 day response deadline, followed by a 45 day period for Petitioner to file a traverse. (Doc. 10 .) On February 25, 2026, Counsel entered an appearance for Petitioner (Doc. 14 ) and amended the Petition (Doc. 15 ), which was amended again the next day (Doc. 18 ). Counsel also filed a motion to shorten time, which appears to request immediate release by way of a temporary restraining order or at least expedited consideration of the merits. (Doc. 16 .) To the extent Petitioner is requesting a TRO, the Court notes that she has been detained since October 15, 2025. (Doc. 1 at 2.) Despite having been detained for at least four months (and at least two months at the time of the filing of the Petition), Petitioner fails to explain adequately the delay in seeking a temporary restraining order or why, despite this delay, the Court should nonetheless treat the situation as an emergency that must be handled on shortened time. Thus, the TRO request is untimely, and it is DENIED. SeeLocal Rule 231(b). However, given the delay caused by the transfer to this District and the fact that recent filings in apparently similar cases suggest that Respondents do not require 45 days to respond to Petitions of this nature, the Court will accelerate the briefing schedule on the merits. Thus, the Court adjusts the briefing schedule as follows: Respondents SHALL file their responsive pleading on or before March 17, 2026. Petitioner may file a traverse no later than 10 days after Respondents file their brief but may attempt to accelerate disposition of the matter by filing any traverse early signed by District Judge Jennifer L.
