ORDER GRANTING PRELIMINARY INJUNCTION by Judge John W. Holcomb. In view of Respondents' failure to respond to the Court's order to show cause why a preliminary injunction should not issue, and for the reasons articulated in the Court's Order Granting Petitioner Monti Kumar's ex parte application for a temporary restraining order the Court GRANTS Kumar's request fora preliminary injunction. For those reasons, the Court hereby ORDERS as follows Kumar's Application for a preliminary injunction is GRANTED.
