** TEXT ONLY ORDER **Petitioner, a non-citizen currently in custody of Immigration and Customs Enforcement, contends that respondents have unlawfully detained him pending removal proceedings without a bond hearing before an unbiased decisionmaker. Petitioner claims that, although he was afforded a bond hearing as directed by the United States District Court for the District of Minnesota in Case No. 25-CV-3811 (D. Minn. Dec. 30, 2025), the hearing he received was a "sham." According to petitioner, release was denied "on the basis of both flight risk and danger to the community." (Dkt. #1, at 8.) He has appealed the decision to the Board of Immigration Appeals. Because petitioner is represented by counsel, petitioner is directed to submit summonses which the clerk of court will issue upon receipt. Petitioner should promptly serve respondents with the petition and this order. Respondents' answer to the petition will be due fourteen days after petitioner files his certificate of service. Petitioner's reply will be due ten days later. Signed by District Judge William M. Conley on 2/19/2026. (lam),(ps) (Entered: 02/19/2026)
