MINUTE ORDER IN CHAMBERS of the Honorable Judge Richard F. Boulware, II on 2/13/2026.Before the Court is Mr. Domingo Ramirez Mendez's Petition for Writ of Habeas Corpus (ECF No. 1). The Court has preliminary reviewed the Petition and finds that it is procedurally defective because it lacks a signed verification statement. Pursuant to 28 U.S.C. § 2242, all "[a]pplications for a writ of habeas corpus [must] be in writing signed and verified by the person for whose relief it is intended or by someone acting [on their] behalf." 28 U.S.C. § 2242 (emphasis added). Petitioner's Petition is not properly verified.Therefore, IT IS HEREBY ORDERED Petitioner must re-file a verified petition for a writ of habeas corpus by February 17, 2026. Petitioner can do so by using the "Notice of Corrected Image/Document" event. MINUTE ORDER IN CHAMBERS of the Honorable Judge Richard F. Boulware, II on 3/6/2026.The Court has reviewed the 12 Status Report by Petitioner's counsel. The Court finds Federal Respondents and Respondent John Mattos, Nevada Southern Detention Center (NSDC) Warden, are currently in violation of this Court's 10 Order. The Court ordered a bonding hearing for Petitioner by March 4, 2026. The Court further ordered that if no bond hearing was held by March 4, 2026, Petitioner was to be immediately released from custody. The Court finds that no bond hearing was held pursuant to this Court's 10 Order, so Respondents should have immediately released Petitioner. Petitioner is, however, still in custody.Therefore, IT IS HEREBY ORDERED that Federal Respondents and Respondent John Mattos must IMMEDIATELY RELEASE Mr. Domingo Ramirez Mendez from detention, and in any event no later than 4:00 P.M TODAY March 6, 2026.IT IS FURTHER ORDERED that Respondents must inform counsel for Petitioner of the exact time and location of Petitioner's release from detention in advance of his release.IT IS FURTHER ORDERED that Respondents must file a Certificate of Compliance by TODAY, March 6, 2026 no later than 5:00 p.m.This Court will hold Respondents in contempt for failure to comply with this Order.
