ORDER TO SHOW CAUSE - The respondents are notified of the filing of the petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2241. A copy of this Order to Show Cause, the petition, and exhibits shall be distributed electronically to the United States Attorney. The respondents will have through February 6, 2026, to answer the allegations of the habeas petition and show cause why the relief sought by the petitioner should not be granted. The petitioner will have four days after service of the answer to reply. The petition represents that the petitioner was in transit from the Clay County Detention Center to the Indianapolis International Airport at the time of filing. Both locations being within this District, the Court finds that this is a proper venue for the habeas corpus action. In addition to responding to the merits of the petition, the respondents must notify the Court of the petitioner's current location and immediate custodian. The respondents must respond to the petitioner's motion for temporary restraining order or preliminary injunction at the same time they answer the petition. Notwithstanding that motion, the respondents shall not transfer Petitioner outside the jurisdiction of the United States or transfer him to any federal judicial district other than those in the States of Illinois, Indiana, or Wisconsin during the pendency of this habeas petition.
