Doc. 1. Petitioner's detention is "presumptively reasonable" as she has been detained for less than six months after the issuance of the final order of removal, see Zadvydas v. Davis, 533 U.S. 678, 701 (2001), and petitioner has not rebutted this presumption. The motion for temporary restraining order is denied, as petitioner has not established, at this time, a likelihood of success on the merits of her claim. See Winter v. Nat. Res. Def. Council, Inc., 555 U.S. 7, 20 (2008); Stuhlbarg Int'l Sales Co. v. John D. Bush & Co., 240 F.3d 832, 839 n.7 (9th Cir. 2001) (noting standards for issuing a temporary restraining order and a preliminary injunction are "substantially identical.").
