ORDER GRANTING PETITIONER'S EX PARTE APPLICATION FOR A TEMPORARY RESTRAINING ORDER [ECF No. 2 ] by Judge John W. Holcomb. For the foregoing reasons, the Court hereby ORDERS as follows: Dzhumaev's instant Application for a TRO is GRANTED in part and DENIED in part. Respondents are TEMPORARILY ENJOINED from continuing to detain Dzhumaev unless he is provided with an individualized bond hearing before an immigration judge pursuant to 8 U.S.C. § 1226(a) no later than March 4, 2026. Respondents are ORDERED to SHOW CAUSE in writing by March 11, 2026, why the Court should not issue a preliminary injunction in this case. Dzhumaev may file an optional response no later than March 16, 2026. A hearing on the Order to Show Cause re preliminary injunction is SET for March 18, 2026, at 2:00 p.m. Counsel for the parties are DIRECTED to appear in person at that date and time in Courtroom 9D of the Ronald Reagan Federal Building and U.S. Courthouse, 411 W. 4th Street, Santa Ana, California.
