(Text-Only) ORDER/NOTICE TO ATTORNEY. The Court orders Respondents to respond to Petitioner's motion to show cause by Tuesday, February 17, 2026. The Court also grants Petitioner's Motion for Expedited Discovery (ECF No. 8.) Respondents are ordered to disclose to Petitioner's Counsel, on or before, Thursday, February 19, 2026: 1. All records, logs, manifests, flight documents, or transportation records detailing the movement of Petitioner from the time of his arrest to the present, including his arrival in El Paso, Texas, and including all interim stops, holding locations, and detention facilities; 2. The names, titles, and duty stations of all ICE, ERO, DHS, or contractor personnel who authorized, approved, directed, or executed Petitioners removal from Minnesota, including any chain-of-command approvals; 3. All records reflecting Petitioner's physical custody and location from the moment of seizure, including booking records, intake logs, holding-room assignments, and transfer paperwork; 4. All internal memoranda, directives, bulletins, policy statements, operational guidance, or standing orderswhether national, regional, or field-office specificgoverning or referencing: a. Rapid transfer or removal of detainees following seizure; b. Transfers executed prior to and/or following judicial review or service of court orders; c. Transfers intended to relocate detainees outside the District of Minnesota; and d. Responding to, delaying, or avoiding habeas filings, court jurisdiction, and/or orders enjoining transfers outside the District of Minnesota. 5. All records reflecting coordination with ICE Air Operations, charter services, commercial airlines, or transportation contractors relating to Petitioner's movement, including flight scheduling records and contractor instructions; 6. All emails, text messages, internal messaging-platform communications (including Teams, Signal, WhatsApp, or similar messaging systems), or written correspondence to, from, or between ICE, ERO, DHS personnel, or contractors that reference Petitioner, his custody, his transfer, or the timing or location of his removal from Minnesota; and 7. All emails, text messages, internal messaging-platform communications (including Teams, Signal, WhatsApp, or similar messaging systems), or written correspondence to, from, or between ICE, ERO, DHS personnel, or contractors that references or includes this Courts orders in this case.
