ORDER If Petitioner is being detained in Minnesota, Respondents are ENJOINED from removing, transferring, or otherwise facilitating the removal of Petitioner from the District of Minnesota until the Court issues an order on the pending Petition for Writ of Habeas Corpus 1 . If Petitioner has already been removed from Minnesota, Respondents are ORDERED to immediately return Petitioner to Minnesota. Respondents are directed to file an answer to the petition for a writ of habeas corpus of Petitioner by no later than 5:00 p.m. on February 10, 2026. Any reply to Respondents answer, must be filed no later than 5:00 p.m. on February 11, 2026. MEMORANDUM OPINION AND ORDER Petitioner Oscar R. R. G.'s Verified Petition for Writ of Habeas Corpus 1 is GRANTED. If Petitioner is being detained outside of Minnesota, Respondents shall TRANSPORT Petitioner to Minne sota and RELEASE Petitioner from custody immediately. Petitioner's release in Minnesota must occur no later than 48 hours after the filing of this Order. If Petitioner is being detained in Minnesota, Respondents shall RELEA SE Petitioner from custody as soon as practicable, and no later than 48 hours from the filing of this Order. Both parties shall provide the Court with a status update concerning the status of Petitioner's release by no later th an 5:00 p.m. on February 16, 2026. Further, the parties shall advise the Court whether any additional proceedings in this matter are required and submit any proposals for the scope of further litigation.
