MINUTES (IN CHAMBERS) by Judge David O. Carter: Order Granting 2 Temporary Restraining Order. For the above reasons, the Court GRANTS IN PART Petitioner's Application. Respondents are ORDERED to release Petitioner from custody immediately under nomore stringent conditions of release than the original bond conditions. Furthermore, Respondents are ENJOINED from re-detaining Petitioner unless his re-detention is ordered at a custody hearing before a neutral arbiter and the government has shown justification for this detention.
