ORDER GRANTING WRIT OF HABEAS CORPUS signed by Judge Richard F. Boulware, II on 2/18/2026. The 1 Petition is GRANTED and the 2 Motion for Preliminary Injunction is Denied as moot. A Bond hearing is to be set no later than 2/25/2026 and if granted, Respondents are ORDERED to immediately release Petitioner from detention.
