ORDER/NOTICE TO ATTORNEY. Respondents are directed to file an answer to petitioner's petition for a writ of habeas corpus by no later than February 8, 2026, certifying the true cause and proper duration of petitioner's confinement and showing cause why the writ should not be granted in this case. If petitioner intends to file a reply to respondents' answer, petitioner must do so by no later than February 10, 2026. Respondents are ENJOINED from moving petitioner outside of Minnesota until further order of the Court, so that petitioner may consult with counsel while the Court is considering the petition, and so that there is no risk that removal of petitioner from Minnesota will deprive this Court of jurisdiction over the petition. (TEXT-ONLY) ORDER granting in part and denying in part 4 petitioner's emergency motion to show cause. Petitioner filed 4 an emergency motion to show cause on 2/5/2026 in which petitioner moved the Court to require respondents to show cause for why the Court's 2/5/2026 Order was allegedly ignored. Petitioner also requested that respondents be ordered to produce respondents' policies, processes, and procedures for transferring detained individuals outside of Minnesota. 4 Petitioner's emergency motion to show cause is GRANTED IN PART. A hearing on petitioner's emergency motion to show cause will be held on 2/9/2026 at 1:30 p.m. in Courtroom 15 (MPLS) before Chief Judge Patrick J. Schiltz, where respondents will be required to show cause why the Court's 2/5/2026 Order was ignored. Any response by respondents must be served and filed by 12:00 p.m. on 2/8/2026. Counsel must appear in person at the hearing, but parties need not personally appear. If petitioner notifies the Court before the hearing that petitioner has been returned to Minnesota, the Court will cancel the hearing.
