MINUTE ORDER. As discussed at this evening's hearing, by September 27, 2025, at 11:00 a.m., Respondents shall file a response to Petitioner's 7 emergency motion for temporary restraining order and for issuance of order to show cause. By that same time, Respondents shall also file a response to the questions raised by the Court at the hearing, including: (1) any assurances the government had from Mexico that it would not send Petitioner to El Salvador; (2) any agreement the government had with Mexico as to whether Petitioner would or would not be sent to El Salvador, or more generally any agreement as to adherence to the Convention Against Torture; and (3) any knowledge the government had as to whether Mexico would tell Petitioner he would be sent to El Salvador, or would in fact send him to El Salvador.
