ORDER ADOPTING REPORT AND RECOMMENDATIONS AND GRANTING PETITION FOR WRIT OF HABEAS CORPUS.IT IS HEREBY ORDERED: 1. The Court ADOPTS the Report and Recommendation of United States Magistrate Judge Shannon G. Elkins dated February 10, 2026 [Doc. 9] 2. Petitioner Felipe E.S.D.'s Petition for a Writ of Habeas Corpus [Doc. 1] is GRANTED as follows: A. Respondents are ordered to immediately release Petitioner Felipe E.S.D. from detention into Minnesota; B.
