ORDERED that Segura's Petition, [Dkt. No. 1], is GRANTED, and it is hereby ORDERED that Segura be promptly released from custody, with all his personal property, pending his bond hearing before an Immigration Judge. Segura must live at a fixed address which he must provide to the federal respondents'; and it is further ORDERED that respondents provide Segura with a standard bond hearing before an Immigration Judge pursuant to 8 U.S.C. § 1226(a) within 14 days of the date of this Order; and it is further ORDERED that respondents be and are ENJOINED from denying bond to Segura on the basis that he is detained pursuant to 8 U.S.C. § 1225(b)(2); and it is further ORDERED that, if Segura is granted bond, respondents be and are ENJOINED from invoking the automatic stay provision at 8 C.F.R. § 1003.19(i)(2); and it is further ORDERED that respondents file a status report with this Court within 3 days of the bond hearing, stating whether Segura has been granted bond, and, if his request for bond was denied, the reasons for that denial. ORDER that petitioner's Motion for Order to Show Cause, [Dkt. No. 9], is GRANTED, and it is hereby ORDERED that the federal respondents SHOW CAUSE by March 6, 2026 as to why this Court should not find that the Immigration Judge failed to properly consider all of the relevant factors related to his finding that petitioner is a flight risk and on that basis, denied him bond. Additionally, petitioner's Emergency Motion for Temporary Restraining Order, [Dkt. No. 8], will be granted if he appears for his master calendar hearing before the Immigration Court, which is scheduled for 1:00 p.m. on February 24, 2026, as petitioner's appearance at that hearing would constitute clear evidence that he does not present a flight risk. Accordingly, it is further ORDERED that if petitioner appears for the 1:00 p.m. hearing at the Immigration Court, the federal respondents will be ENJOINED from re-detaining petitioner pending the Court's evaluation of the Immigration Judge's bond determination unless petitioner commits a new crime or fails to appear at any scheduled immigration hearings for which he receives proper notice. ORDERED that by March 18, 2026, the federal respondents provide Escobar Segura with an individualized, constitutionally compliant bond hearing pursuant to 8 U.S.C. § 1226(a) before a different Immigration Judge. A bond hearing fails to comport with due process where an Immigration Judge relies on considerations that would lead to an automatic denial of bond in most, if not all, cases or on considerations that are not rationally related to whether a petitioner isa flight risk or danger to the community; and it is further ORDERED that the federal respondents-along with their officers, agents, servants, employees, attorneys, successors, and assigns, and all persons acting in concert with them-be and are ENJOINED from arguing or concluding that Escobar Segura presents a risk of flight based on his unlawful status in the United States or lack of work authorization; and it is further ORDERED that by March 23, 2026, the federal respondents file a status report with the Court stating whether Escobar Segura has been granted bond, and, if his request for bond was denied, the reasons for that denial; and it is further ORDERED that because Escobar Segura's exhibits contain personal identifiers, the Clerk's Office seal the entirety of [Dkt.
